"Unable to create Direct3D device" for Virtua Tennis 2009 PC?

Question

When I start the game, I get a pop-up dialog box saying "Unable to create Direct3D device. Please run configuration to check video settings. How can I fix this?

I have an Intel 82865G graphics, it's memory is 96 MB. Is my grahics card the problem?

uninstall & install it again the setup file seems to be corrupted
