There is not even a official announcement about GTA5 coming out for PC or the next generation consoles. Someone found hints about PC and PS4 in the code of the leaked xb 360 version. So there will most likely be a version for the next consoles and PC, but you shouldn't expect it before 2014.

GTA 5 PC hasn't been officially announced yet but it IS coming to the PC. It'll probably be between March-May 2014.
